Savana Signatures is the leading ICT for Development (ICT4D) focused non-profit organization in Ghana, committed to transforming lives through innovative solutions in areas of education, health, livelihoods and economic empowerment.
Since March 2023, Savana Signatures has been implementing an education-focused project across 15 schools in the Suhum and Ayensuano districts of the Eastern Region of Ghana titled “Rural youth in Ghana Catching up on Education”. The project aims to improve learning outcomes, enhance learner retention, and support the successful transition of learners to the next academic level.
As part of ongoing efforts to measure and demonstrate the impact of this intervention, Savana Signatures is seeking to procure the services of an independent consultant to conduct a comprehensive analysis of the project’s impact.
To achieve this, Savana Signatures is commissioning a researcher to analyze data, evaluate the project’s impact and publish findings that will inform future programming and contribute to the broader discourse on education in rural and cocoa growing communities in Ghana.
The objective of the Impact Assessment is to determine to what extent and in what areas the project was impactful, and to gain insight in the active ingredients that contributed to these effects. It should also investigate to what extent and in what way the intervention is sustainable.
Finally, the assessment should advise on ways forward to increase impact and sustainability in a follow-up intervention. These recommendations should be solidly based on what has been achieved with the current intervention.
The underlying assumption of the project is that, improving the quality of the education that is delivered in the communities will help children to stay in school and make them less prone to fall victim to child labour.

C3. To what extent have teachers successfully implemented Social and Emotional Learning and Reproductive Health lessons?
C4. In what way has the project increased leaners’ self-confidence and resilience?
C5. To what extent are the GES officials ready to support the teaching and learning in the schools?
C6. In what way has the project increased Parents’ and communities’ involvement?
The following deliverables will be expected from the consultant:
- Inception Report- with identified stakeholders, proposed methodology, workplan and times lines.
- Quantitative data analysis and related status report.
- Draft and finalise report with headline findings and recommendations.
- Inception phase:
- Preliminary review of available and relevant project materials.
- Tailoring, defining, and conceptualizing the study
- Development of an inception report (definition of scope of study, proposal for conceptual framework, identification of key stakeholders, methodologies and approaches, timelines, milestones, data collection tools, proposed outline of the report)
- Data collection and analysis
- Develop data collection tools, support tools pre-testing and finalization for roll-out
- Complete primary data collection as per agreed methodology
- Analysedata, highlight any gaps that needs to be filled. Engage in follow-up consultations with Savana Signatures to address the information collected and gaps identified
- Drafting, reporting, validation:
- Submit a report of the study including highlights of top-linefindings, and include programmatic recommendations for Savana Signatures’ Team consideration
- Present the study to Savana Signatures team to validate the findings
- Based on inputs from consultations from Savana Signatures team and partners, submit the final study report and an accompanying slide deck for future disseminations. This should summarise the study-rationale, method, headline findings and recommendations
The assignment is expected to cover the period beginning from March to end of April 2025.
It is expected that the Consultant undertaking the evaluation will have the following:
- At least a master’s degree in a relevant area (education, project management, impact evaluation, etc.)
- Prior experience in design and leading evaluation, data analysis skills, and have technical competence in educational project evaluation
- Demonstrate at least 5 years’ experience in conducting evaluation and research related but not limited to education, women’s and girls’ rights, gender equality, and participation and or economic empowerment
- Experience in both quantitative and qualitative research methods
- Excellent academic writing skills
