Background

The EDU Q-card project was developed as an innovative tool to systematically assess and improve education quality by engaging all stakeholders in school governance. Implemented between 2019 and 2022 in selected schools across Kumbungu, Ho Central, and East districts, the initiative reached 28,400 pupils. The project focused on five critical pillars of educational quality: the Learning Environment, Learners, Teachers, School Management, and Community
Involvement. By combining self-assessments with external evaluations, the EDU Q-card provided a comprehensive framework for identifying gaps and driving targeted improvements in participating schools.

Strategy​

The project employed a participatory approach to school improvement. First, stakeholders collaboratively used the EDU Q-card to evaluate their schools across the five key pillars, agreeing on assessment scores through inclusive dialogue. Based on these evaluations, schools developed tailored improvement plans with actionable steps. Various stakeholders, including teachers, school heads, students, parents, and Ghana Education Service (GES) officials, then implemented interventions to address identified gaps. This strategy ensured that improvements were data-driven, locally relevant, and collectively owned by the school community.
